Effective counseling is not a blank form the night before a deadline. It is a habit: name the event, tie it to a standard, set a goal the soldier can execute, and keep accomplishments from disappearing before NCOER or promotion season. What good counseling actually solves
Counseling exists to develop soldiers against standards — not to vent, not to threaten, and not to replace a conversation with a wall of adjectives. When counseling is late or vague, soldiers leave without knowing what “better” looks like next week.
Memorandums for record solve a different job: locking administrative facts when chat threads and memory will not be enough later. Mixing counseling and MFR into one blurry document usually produces something that is weak at both.
Event-oriented counseling drafts

Goals: During quarterly counseling, the same specialist sets a goal to retest HRP and log two AFT practice sessions in Green Book before the next unit test window — a goal the soldier can execute without waiting on a school seat.
MFR: After range, the arms room needs a memo listing weapons cleaned and turned in by serial number, with exceptions noted for the one weapon still at the cleaning station.
